What is an RFP compliance matrix and how is it scored?

Short answer

An RFP compliance matrix lists every requirement in a request for proposal with its priority and how fully your response meets it. Each requirement gets a weight from its priority (Must 5, Should 3, Could 1) and a score from the compliance level (Full 1, Partial 0.5, Roadmap 0.25, No 0). Weighted compliance is the sum of weighted scores over the sum of the maximum weighted scores.

A request for proposal (RFP) can contain hundreds of requirements. A compliance matrix keeps them in one table, so the sales engineer, the bid team and the buyer can see at a glance what is met, what is partly met and what is a gap.

What does the matrix contain?

One row per requirement, with these columns: the requirement, its section, its priority, your compliance level, and a comment or reference to the response text. Two small tables set the numbers:

What does a worked example look like?

Weighted compliance = 11.25 ÷ 17 = 66.2%. A raw count of fully met requirements (2 of 5, or 40%) would say something different, which is why the weights matter.

What should you flag?

Any Must requirement that is not fully met deserves its own attention, whatever the overall percentage. A response that is 90% compliant overall but misses one mandatory item can still fail the evaluation. Track those rows separately, along with requirements that have no response text yet.

What does the score not tell you?

It reflects the weights and levels you chose, so agree them before scoring, not after. It also scores your own claims: the buyer's evaluation may weigh the requirements differently.
